fix esp32 new bugs

esp32 only uses persistent on wifiLowLevelInit
        if(!persistent){
          esp_wifi_set_storage(WIFI_STORAGE_RAM);
        }
which only gets applied during certain functions, namely changing modes, or turning on wifi
