Adds new integration [TheOneOgre/govee-cloud] (#4139)

* Replaced LaggAt Govee with TheOneOgre

LaggAT has not updated govee integration in over 6 months, and even then was a singular update. I have forked the repo, integrated the breaking change, and will be adding maintainers so this integration doesn't fall into a dead state again.
